CHWA's mission is to strengthen, promote, and preserve our successful historic downtown district as a certified Washington Main Street Organization since 2014.

How CHWA Works

As a certified Washington Main Street Organization since 2014, the Coupeville Historic Waterfront Association runs successfully with four primary, volunteer-led committees.

Outreach: Fosters broad awareness of and investment in the unique historic district and invites the community in to help the organization thrive.

Promotion: Promotes the district as the center of the community, bringing excitement and vibrancy to downtown, attracting residents and visitors alike.

Economic Vitality: Cultivates a strong entrepreneurship ecosystem by supporting small businesses, promoting strategic use of space and development, and assembling resources.  In addition, this group organizes and promotes constructive relationships between local government bodies, private businesses, and citizens.  

Design: Improves the appearance of everything that is visual in the district, celebrates history, and creates inviting environments for all.

At least one Board Director will serve on each of the four CHWA Committees. Committees will be appointed by the CHWA President with approval from the Board of Directors. Committees do not need to be limited to CHWA Supporters.

The Coupeville Historic Waterfront Association’s Board of Directors manages, sets policy for, and oversees the management of this organization. The Board of Directors controls its property, its finances, its policy, and its affairs. The Board of Directors may enter contracts necessary to achieve CHWA’s goals.

There are consistently between seven (7) and eleven (11) members of the Board of Directors, with representation from at least three (3) business owners within the Coupeville Historic Waterfront catchment area (both retail and non-retail are represented), at least two (2) real property owners, and no majority from any one occupation. All Directors must be at least twenty-one (21) years of age and of sound mind.  CHWA Board Officer positions currently include President, Vice President, Treasurer, and Secretary.

Every Director on the Board is elected for a three (3) year term. The Board of Directors will serve staggered terms. No Director on the Board will serve more than two (2) consecutive three (3) year terms without stepping down from serving for at least one (1) year.
