COUPEVILLE FESTIVAL ASSOCIATION: ARTS. Annual Arts and Crafts Festival Established in 1964 – the Coupeville Arts and Crafts Festival (under the Coupeville Festival Association) is one of Washington State’s oldest, continuously run festivals. Proceeds from each festival are invested in the Coupeville community in the form of project grants and scholarships.
